The Adriatic Blue Growth Cluster (ABGC), within the framework of the SA SKILLS project, has developed a new professional development course titled:

“Designing an eLearning Course: From Knowledge to Competencies – Practical Course Design for Online and Blended Learning.”

The course is aligned with the European Qualifications Framework (EQF Level 7) and is designed to support educators, trainers, institutions, and professionals involved in digital education, lifelong learning, and continuous professional development (CPD).

Developed for implementation through the South Adriatic SKILLS eLearning Platform, the course provides a structured and competency-based approach to designing modern online and blended learning experiences. The course combines instructional design principles, adult learning methodologies, assessment strategies, and Learning Management System (LMS) implementation practices.

The programme is structured into eight interconnected Lectures covering:

  • foundations of eLearning and digital education,

  • course context and learning environments,

  • adult learning and andragogy principles,

  • competency-based learning and learning outcomes,

  • structuring content and learning pathways,

  • instructional design,

  • assessment and feedback,

  • implementation of courses within LMS environments.

A particular focus is placed on:

  • competency-based education,

  • constructive alignment,

  • KCAA cognitive progression,

  • EQF Level 7 requirements,

  • learner-centred course design,

  • real-world applicability of learning.

The course includes:

  • lecture materials,

  • structured LMS-ready content,

  • competency mapping,

  • standardized quizzes,

  • instructional design checklists,

  • assessment templates,

  • and a final EQF Level 7 capstone assignment requiring learners to design their own competency-based eLearning course.

Additional supporting materials include visual learning models, templates for writing learning outcomes, assessment rubrics, and practical tools for course quality assurance and implementation.
