Are you ready to strengthen your competences in the rapidly growing blue economy sector?

Pre-applications are now open for the Kotor High Education Learning Module (HELM) – Sustainable Development of Nautical and Cruise Tourism, implemented under Activity A3.2 of the SKILLS project and delivered by the University of Montenegro.

Designed as a cross-border higher education programme, HELM Kotor combines academic excellence with real-world maritime practice. Through lectures, case studies, field visits, and advanced simulator training, participants gain practical and strategic competences in:

  • Marina and cruise port management

  • Maritime safety and navigation systems (RADAR/ARPA, ECDIS)

  • Smart and digital maritime solutions

  • Environmental sustainability and green transition

Hands-on activities include site visits to Porto Montenegro and the Port of Kotor, as well as practical monitoring of air and water quality in maritime environments.

The programme is intended for:

  • Active students

  • Professionals employed in the yachting and cruise industry (marinas, cruise ports, maritime agencies, shipping companies, tourism professionals, etc.)

Applicants must have completed a four-year secondary education.

Programme Details

  • 3 ECTS credits

  • 90 total hours, including:

    • 20 hours of theoretical instruction

    • 20 hours of field-based practical training

    • 50 hours of independent study

  • Official Certificate of Completed HELM Programme upon successful completion

  • Expected start: July 2026, Kotor, Montenegro

A limited number of merit-based scholarships (1,500 EUR) are available under the SKILLS project.
